The By-Law Review Committee was established under Article 25 of the General By-Laws. The principal function of the By-Law Review Committee is to review proposals for General By-Law changes. It is not charged with the task of proposing substantive changes on its own. If requested by the Selectmen or another Town Board or officer, the Committee will assist in drafting amendments or additions to the General By-Laws that are proposed for inclusion in the Warrant for any Town Meeting. The Committee is also charged with the duty of reporting to the Town Meeting
any recommendations it considers appropriate on any article in a Town Meeting Warrant that proposes an amendment or addition to the General By-Laws.
In 2007 prior to the Annual Town Meeting, the Committee reviewed a proposed new bylaw concerning the Disability Access Commission. The Disability Access Commission was established in 1993 by Town Meeting's acceptance of General Laws, chapter 40, section 8J. The purpose of the proposed bylaw was to provide for alternate as well as regular members of the Commission. The Committee made both corrective and substantive suggestions for changes to the proposed bylaw. As revised, the bylaw, adding new Article 31 to the General By-Laws, was adopted by Town Meeting. The Committee had no other official business in 2007.
Susan Timberlake, who has moved from Belmont, resigned during 2007 as a member of the Committee. Susan provided the Committee with many useful insights during her many years of service on the Committee. The Town Moderator Henry Hall, who is charged with making appointments to the Committee, appointed Rebecca S. "Becky" Vose to serve in her stead. Thank you, Susan, and welcome Becky.
