FACILITIES ENERGY MANAGEMENT PROJECT COMMITTEE

The committee continued to work with Noresco to finalize the Detailed Energy Audit for town buildings including the Light Department, Police Department, Public Library, Water Department, Highway Garage, Rink, Town Hall, the six school buildings and the White Field House.  Energy Conservation Measures, those investments which would produce more savings than their cost over the term of the agreement, were identified and options for capital improvements to be funded with the savings were explored.

Consulting with Kevin Looney, Bob Martin and the Permanent Building Committee we identified and discussed possible options for capital investment items.  Consensus was reached that we should invest in replacement of roof top air-handling units for the High School.  Seven of those units were identified as priorities and we agreed to fund as many of those as possible under the agreement.  

The committee accepted delivery of the final Detailed Energy Audit on May 2, 2005.  With the help of Town Counsel, contract negotiations proceeded, and on June 2, 2005 the committee voted unanimously, with one member absent, to enter into an Energy Services Agreement with Noresco to perform the energy management services presented in the Detailed Energy Audit, including the installation of six roof top units at the High School, for a price of $1,693,000.  The projected annual savings guaranteed by Noresco to be available for payment of the financing agreement are $202,834.

After reviewing final financing proposals from three companies, with the help of Floyd Carman, the Town Treasurer, we negotiated a Tax-Exempt lease/Purchase Agreement with Public Finance.Com, which was signed on July 15, 2005.

Construction began in August.  By the end of the year the lighting improvements and controls, plumbing upgrades, energy management systems, boiler controls and vending machine controllers were all in progress and nearing completion.  The pool cover and the replacement of the roof top units are scheduled for the spring of 2006.  We expect to begin the implementation of the Measurement and Verification Plan to monitor the savings generated by the improvements as construction is completed.  Lease payments will begin in FY 2007.
