Housing Authority Annual Report 2004
The Belmont Housing Authority manages a total of 256 units of conventional housing that include 100 units of veteran’s and family housing, 154 units of elderly and handicapped/disabled housing and 2 units of housing for the developmentally disabled.  The Authority also administers 2 Massachusetts Rental Vouchers and 45 Federal Section 8 Rental Assistance Housing Voucher Certificates.

The current income limits under the 200 (veterans and family housing) and 667 (elderly and handicapped/disabled housing) programs are:

        One Person                      40,800.00               
        Two people                      46,650.00
        Three People                    52,500.00
       Four People                     58,300.00
       Five People                             63,000.00
        Six People                              67,650.00
        Seven People                    72,300.00
       Eight or More People            77,000.00  


Applications for state-aided conventional housing can be obtained Monday through Thursday between 8:00 A.M. and 4:00 P.M. and on Friday between the hours of 8:00 A.M. and 12 P.M. at the main office located at 59 Pearson Road, Belmont, Massachusetts or by calling (617) 484-2160.  

During the fiscal year ending 2004, the Authority budgeted $90,000.00 in operating reserve for extraordinary maintenance for Belmont Village, Sherman Gardens and Waverley Oaks Apartments and also continued its efforts to obtain state modernization funding that would provide safety improvements to the fire alarms at Sherman Gardens Apartments.  The Board of Commissioners have also been involved in discussions with the Department of Housing and Community Development to solicit bids for energy and water conservation services that would Improve thermal efficiency, conserve energy, conserve water and reduce waste water in both the family and elderly developments that would result in substantial cost savings.  There would be no up-front cost to the Authority however; the funds that would typically be allocated to these utility costs could then be redistributed to other projects that may not otherwise be funded.

As part of a plan to increase resident services, the Board began discussions this year with Springwell to provide subsidized in-home services to some of the residents presently living in Belmont Housing Authority elderly housing developments.  The Board also began reviewing plans for a proposed Resource Center that would further include a computer learning center for Belmont Village.

The Authority would like to express special thanks to the other Town Departments, including the Board of Selectmen, Police and Fire Departments, Community Development Office, Health Department, Highway Department, Water Department, Light Department and the Council on Aging.
