During 2003 the Town hired a new Human Resource Director who assisted the Personnel Board with the completion of the review of its purpose. Recommended updates to the Board’s charge were presented to the Board of Selectmen during the first quarter of 2004. These updates were presented and accepted at the 2004 Annual Town Meeting in April.
The revised By-law now states that the purpose of the Personnel Advisory Board is to serve in an advisory capacity to the Board of Selectmen, Town Administrator, and appropriate Town agencies and committees on non union personnel policy issues referred to it by the Board of Selectmen. The Board reviews and recommends changes for consideration by the Town on proposed policies and practices, compensation and fringe benefit policies and/or practices, and organizational changes recommended to the Selectmen by the Town Administrator.
Two new Board members, Joseph Griffin and Richard Waring, were appointed and the remaining members accepted reappointment during 2004.
