Public Safety Communications Annual Report 2003
The Belmont Public Safety Communications Department is committed to providing the highest quality of service possible to the community.  All of our dedicated 911 Dispatchers have been trained and certified by the Statewide Emergency Telecommunications Board (SETB) and the Association of Public Safety Communications Officials (APCO).  In addition, they participate in training classes offered by various agencies.  This year dispatchers attended programs concerning Ice Rescue/Water Incidents as well as familiarization with and preparation for Bomb/Explosive Incidents.  The majority of the Communications Staff are either trained as Emergency Medical Technicians (EMTs) or Emergency Medical Dispatchers (EMDs) and all are annually re-certified as American Red Cross First Responders/ CPR Rescuers which includes the use of Automatic External Defibrillators (AEDs).  Two new pieces of equipment have been installed in the communications center this year.  A weather station has been installed to allow the staff to more closely monitor for threatening or dangerous weather, as well as to assist in the event of a Hazardous Materials release or Homeland Security/WMD Incident.  A dedicated PC is now connected to the MA Dept of Public Health via the town’s broadband connection to monitor, in real time, the patient diversion status of all metro Boston hospitals.

I am proud of the Public Safety Communications Department and know all of the staff is dedicated to making Belmont a safer community.  The communications center is staffed 24-hours a day, 7-days a week by highly trained, highly motivated dispatch professionals.  An emphasis on continuous training within the department maintains a level of readiness that we all can be proud of.  The department continues to maintain a close relationship with the other town agencies.  Our dispatchers answer many calls for service after hours and on holidays for the Light, Highway and Water Department.  I’d like to thank all the town departments, and Police Chief O’Malley and Fire Chief Osterhaus in particular, for their assistance.  I would especially like to thank Fred Dattoli for his 32 years of dedicated service to the Town of Belmont and wish him a long and healthy retirement.

Retirements
On December 31, 2003, Alfred F. Dattoli retired after 32 years of service.  We wish him well in his retirement.

Resignations
On March 24, 2003, Andrew Tobio resigned as a FT Public Safety Dispatcher to become a Belmont firefighter.
On November 22, 2003, Rhonda Pieroni resigned as a Permanent Part-time Public Safety Dispatcher.

Appointments
On July 3, 2003, Richard Nohl and Andrew Tobio were appointed as Per Diem Public Safety Dispatchers
On November 30, 2003, Robert Dally was appointed as a Full Time Public Safety Dispatcher
