The Town Hall Complex Building Committee (THCBC) has had another busy year overseeing renovations to the Town Hall Annex, School Administration Building, and portions of the Town Hall. Working with Donham & Sweeney, our architect, the Relocation Phase of the project was completed, Town offices were temporarily relocated into various quarters, and the Renovation Phase was bid and work was begun. Since the Project involves renovation of space currently in use, the Project has been partitioned in two phases:
· Relocation phase includes work in the Town Clerk’s office and the 3rd floor of Town Hall, and in the Town Hall Auditorium and former Municipal Light Building for use as temporary offices during the work in the Annex. Trailers were erected at the High School for temporary offices for the School Administration, and Health and Recreation Departments. This phase is approximately 10 percent of the Project cost.
· Renovation phase consists of the full renovation of the School Administration Building and the Annex, and site work within the Complex. This phase is approximately 90 percent of the Project cost.
The THCBC executed a contract with JBM General Contractors of Chelmsford, MA on 4 December 2002 for the Relocation Phase of the work. JBM achieved substantial completion of the Relocation construction on 16 May 2003. The Town Clerk was back in her offices by 14 March 2003, in advance of the annual election. Human Resources was permanently relocated into the newly renovated space on the third floor of the Town Hall during May 2003. The Buildings and Facilities Department and Credit Union were also temporarily located into spaces in the Town Hall, and will be relocated within the Complex after the Renovation Phase.
Following drawing review by the Fire Department and Building Inspector, the Renovation Phase of the project was bid in May 2003. The THCBC executed a contract with Boston Building and Bridge Corp. (BBB) of Milton, MA on 14 July 2003 for the Renovation Phase of the work. Since mobilizing to the site, BBB has completed installation of new site infrastructure and utilities, demolition of interior of the Annex and School Administration Building, full repointing of exterior masonry on both buildings, and replacement of the slate roof on the Annex. The replacement of the roof on the School Administration Building and installation of mechanical systems in both buildings has begun. We anticipate the completion of the Renovation Phase in the fall of 2004.
To assist the THCBC in the implementation and administration of the Renovation Phase construction, the THCBC hired an Owner’s Representative, Mr. Robert SanClemente of Arlington. Mr. SanClemente is a Professional Engineer and recently retired DCAM Project Manager, and has been a significant benefit to the THCBC in the administration of the Renovation Phase of the project.
We would like to acknowledge the consideration we have received from all the Town’s departments and offices in the planning of the Project, and the continued assistance we have received from the Historic District and the Disability Access Commissions, Shade Tree Committee, the Office of Community Development, the Fire Department, and the Buildings and Facilities Department.
