The goal of the Building Services Department is to provide the Town of Belmont professional management for its public buildings. Presently the department is responsible for eight sites; the Town Hall, the old Municipal Light Department building, the Police Station, the Senior Center, the three fire stations, and the Highway Yard buildings. As of December 2004, the newly renovated Annex building will again be part of the Town Hall campus, bringing the total sites to nine. As part of that mission, the department oversees all systems required to safely and
completely maintain each site. We are responsible for the fire alarm systems, fire extinguishers, the HVAC Systems, elevators, all under service contracts to the Town. In some cases, we are responsible for Capital repairs for major renovations covered by Capital Budget funds. This can include; roofs, masonry, HVAC, and Life Safety issues. This is done for Town and School Department sites as well as independent boards such as for the Library and Cemetery.
The Town Hall Annex renovation project began in the summer of 2003 which required the relocation of all Annex staff to various Town sites; the old Municipal Light Department building, temporary trailers located behind Belmont High School and the Town Hall Auditorium. At this time we also created a document storage system for the various Town departments for intermediate and long term storage needs. A central location in the old Municipal Light Department Building houses records from all Town departments as well as the School Administration Department. The department continues to work with the Town Hall Complex Building Committee on various components of the planning and renovations, as well as being responsible for the planning and implementation of a new telephone and security system. Completion of this project is
scheduled for December 2004.
Projects and operational improvements included collaboration with the Light Department on the repair/renovation of the exterior wall in front of the old Municipal Light Department Building, coordinated all issues regarding work done in the Town Hall auditorium for the Belmont Dramatic Club’s annual production. Continued to oversee the planning and work for the Roof Repair project at various town sites. These sites included; the Memorial Library, the White Field House, the Winn Brook School, the Wellington School and the Viglirolo Skating Rink. We installed new exit doors and a new shingled roof at the Underwood Pool Bath House. Emergency repairs were completed at the Central Fire Station for life safety issues. The Waverley Fire Station was closed due to life safety issues and the station relocated to
temporary quarters at the Highway Yard facilities. Facility repairs continued at the Underwood Pool bath house. Finishing touches were put on the Payson Park Tot Lot with thanks to Dave Frizzell and George Johnson.
The Buildings and Facilities Department was affected by the consolidation in the creation of the new Department of Public Works. As of July 2003 the playgrounds, recreation fields, the skating rink and Underwood Pool are now under the direction of the DPW. The department has been renamed Building Services.
The department continues to track building operational costs for these building sites, such as utilities and building repairs, processing close to fifteen hundred invoices per year. The department also tracks and processes the financial information for the Town Hall Complex Building Committee and other capital budget projects associated with the department. We also act as the liaison to many of the Town appointed committees providing them with administrative support.
Respectfully submitted,
Wm. Kevin Looney, Manager
