The Members of the McLean Implementation Committee are Bob Gallant (chair), Joe Hibbard, Walter McLaughlin, Joel Mooney, John Murphy and Brendan Noonan. The members of the Committee are appointed by the Selectmen for an indefinite term. The Committee's first meeting was held on August 3, 1999.
The McLean Implementation Committee is an advisory committee that answers to the Board of Selectmen. Its primary mission is to protect the Town’s interests, to facilitate the Town’s responsibilities and to coordinate the multiple components of the McLean property development process.
To fulfill its mission the committee will:
· Promote communication among Town citizenry, Town bodies, and the Board of Selectmen regarding all components of the project;
· Identify, in advance, issues that require attention and coordination of multiple Town bodies;
· Make recommendations to the Board of Selectmen regarding resources to adequately protect the Town’s interest throughout the process;
· Assist Town bodies in fulfilling their responsibilities related to the McLean property development as determined to be appropriate by the Selectmen, particularly involving issues of coordination with other Town bodies; and
· Execute tasks identified by the Selectmen relevant to the McLean property development that are not clearly the responsibility of other Town bodies.
Publicly posted meetings of the Committee were held on March 7, May 2 and October 24.
During the calendar year 2002, activities of the Committee have included:
· Discussion of the completion of debris removal by McLean as stipulated in the Memorandum of Agreement and in the MacPhail Report;
· Discussion of additional debris removal to the West of the MacPhail debris site;
· On-site subcommittee meetings to scope the work required for additional debris removal;
· On-site subcommittee meetings with McLean representatives to discuss additional debris removal;
· Discussion of the debris area testing conducted by REMSERV, a technical consultant to McLean; and
· Discussion of the report by Weston and Sampson, a technical consultant to the Town, commenting on the REMSERV report.
Since the last meeting of the Planning Board leading to Site Plan Approvals in 2001, there has been reduced need for this Committee to meet except for the specific items cited above. It is anticipated that more frequent Committee meetings will resume at the time of application for building permits by the McLean developers and the subsequent construction activity.
