The Insurance Advisory Committee met in the early 2002 to develop a requests for proposal packet in consultation with Terry Curtin, of the risk management consulting firm of Kevin F. Donoghue & Associates to solicit bids from insurance companies to provide insurance services to the Town of Belmont. This request for proposals process yielded bid responses in May that were well below the anticipated costs for insurance services, given the recent changes in insurance markets resulting from the downturn in the economy and the terrorist events of September 11, 2001.
Awards to provide auto and workers compensation insurance were awarded to the Massachusetts Interlocal Insurance Association (MIIA) and awards to provide professional liability and property insurance were awarded to Deland Gibson Insurance Associated, Inc.
