Minutes of January 16, 2007 were approved as edited.
Martin distributed copies of the Annual Report that includes the updated charge from March 2006.
Darrell King reported on the ZBA conditions discussed and voted on by the board at the last ZBA meeting. Most votes on strengthening conditions failed 2-3, I&I payments decreased by Town payment of about $82,000 for the underground tank bringing I&I payment down to under 4:1. Figures for Open Space at 65% and impervious surface limited to 35% showed slight increases from original proposal. The Conservation Restriction from 2002 was dropped. A new CR depends on the final plans. Once the Comprehensive Permit is issued, no trees can be removed until all permits are in.
In the event of negotiations between O’Neill and the Town, UAC recommends involving a committee to serve the Selectmen comprised of Judith Cutler, Jay Szklut, a member of the Board of Selectmen and a member of the public. This proposal was unanimously supported.
The Board of Selectmen will be appointing a committee to study the Community Preservation Act. The UAC recommends Roger Wrubel as a representative and Martin will write a letter to the Board to that effect.
Committee members are urged to consider how UAC might help ameliorate impacts on the site. It is important to protect the area to be under the Conservation Restriction from construction impacts. Recommendations can be made to the Selectmen to alert the inspectors to be vigilant. ConCom will send Martin a copy of the basic Conditions used by the ConCom in writing Orders of Conditions.
Discussion of the role and future of UAC: voted to meet in a month to assess the situation at that time. Next meetings proposed for Monday March 12, 2007 and April 12, 2007 at 5:30 PM. Adjourned at 6:50 PM.
