Sewer/Stormwater Committee Meeting
April 14, 2004

The meeting was called to order at 7:40 pm by Acting Chairman, Ralph Jones. The first order of business was to elect officers as required by the Town By-Laws. Mr. Jones asked for nominations for the office of Chairman. William Pisano nominated Ralph Jones; the nomination was seconded by Rick Marsh. There were no other nominations. The vote in favor of Mr. Jones as Chairman was unanimous.
Mr. Jones asked for nominations for the position of clerk. There were none. Mr. Jones suggested that the task of recording meeting minutes would be shared by the members, and he volunteered to do so for the first meeting.
Mr. Jones asked about preferences for dates and times for meetings. Mr. Gatzunis noted that Monday would be difficult for Department Heads because of conflicts with Selectmen’s Meetings. Also, the first Tuesday of each month would conflict with meetings of the Conservation Commission.
The next subject was the role of the committee. Mr. Haley and Mr. Pisano suggested that it would be important for the members to develop a charge for the committee and then ensure that it was accepted by the Board of Selectmen. The Chairman agreed that this would be the first order of business at the next meeting.
The Chairman reported on one recent development: the commitment from the Town to develop a geographic information system (GIS), an essential step in terms of collecting data that will be useful to this committee. The Electric Department will pay for initial development, and other Departments will contribute in the next fiscal year (starting July 1, 2004).
In another development, Mr. Jones announced that Tom Gatzunis was leaving his position as head of the Belmont Community Development Department to become Commissioner of the Massachusetts Department of Public Safety. Mr. Glenn Clancy has been named as the Acting head of the Community Development Department. Before his departure, Mr. Gatzunis has agreed to meet with this new, enlarged committee and present some background on the sanitary sewer and stormwater systems in Belmont.
The rest of the meeting was devoted to a presentation by Mr. Gatzunis, plus an opportunity for members to ask questions.
The Committee meeting ended at 10:05 pm.
