RESIDENTIAL RATE A

AVAILABILITY
Service under this rate is available for all single-phase, 120/208 or 120/240 volt, domestic purposes in an individual private dwelling or an individual apartment and is subject to our Terms and Conditions.

SEASONAL DEFINITION

PURCHASED POWER ADJUSTMENT CLAUSE
In addition to the Monthly Rate above, bills will be adjusted by a charge or credit applied to all kilowatt-hours billed in each month as provided in the Department’s Purchased Power Adjustment Clause, MDPU No.110.

NYPA HYDRO POWER ADJUSTMENT CLAUSE
Residential customers will receive a credit applied to the first 500 kilowatt-hours billed in each month as provided in the Department’s Hydro Power Adjustment Clause, MDTE No. 107.

RATE STABILIZATION ADJUSTMENT
Bills will be adjusted by a credit applied to all kilowatt-hours billed in each month as provided in the Department’s Rate Stabilization Adjustment Clause, MDPU No.120 .

BILLING
When the billing period is for more than one month, the Customer Charge will be multiplied by the number of months.

Any bill for which valid payment has not been received within 45 days from the date rendered shall be considered past due and bear interest on any unpaid balance, including any outstanding interest charges, at a rate of 1½% per month from the date that the bill was considered past due.

TERMS AND CONDITIONS
Until service is terminated on seventy-two hours written notice.

RESIDENTIAL LOW INCOME RATE LI

AVAILABILITY
Service under this rate is available for all single-phase, 120/240 volt, domestic purposes in an individual private dwelling or an individual apartment, subject to verification of a low-income customer’s participation in one of the following programs:

MEDICAL EXEMPTION
If customer demonstrates medical need for usage greater than 1599 kWhs per month, 2nd block generation charge shall not apply, and all usage shall be charged at the rate for less than 1600 per month.

COMMERCIAL RATE B

AVAILABILITY
Service under this rate is available for commercial purposes including stores, banks, offices, churches, schools, halls, and similar places that are used for purposes other than as private residences.  Customers with a monthly peak demand within the last 12 months of more than 30 KWs shall be billed on a demand rate.  Demand meters will be installed (where they do not currently exist) on customers whose highest monthly measured energy is 10,000 kWhs or greater.

DEMAND
The demand for each month under ordinary load conditions shall be the number of kilowatts equal to the greatest 15 minute peak occurring during such month.

SEASONAL DEFINITION
Winter rates apply to all bills rendered from October 15 through June 14; summer rates apply to all bills rendered from June 15 through October 14.

PURCHASED POWER ADJUSTMENT CLAUSE
In addition to the Monthly Rate above, bills will be adjusted by a charge or credit applied to all kilowatt-hours billed in each month as provided in the Department’s Purchased Power Adjustment Clause, MDPU No. 110.

RATE STABILIZATION ADJUSTMENT
Bills will be adjusted by a credit applied to all kilowatt-hours billed in each month as provided in the Department’s Rate Stabilization Adjustment Clause, MDPU No. 120 .

PRIMARY SERVICE ADJUSTMENT
If, at locations where primary distribution voltage is available, the customer desires to furnish, install and maintain transformers and protective devices, a 2.5% discount will be allowed. All metering will be on the primary side of the transformers.

BILLING
When the billing period is for more than one month, the Customer Charge will be multiplied by the number of months.

Any bill for which valid payment has not been received within 45 days from the date rendered shall be considered past due and bear interest on any unpaid balance, including any outstanding interest charges, as a rate of 1½% per month from the date that the bill was considered past due.

TERMS AND CONDITIONS
Until service is terminated on seventy-two hours written notice.

POWER RATE E
Effective March  1, 2008                                                                                                                                MDPU No. 114

AVAILABILITY
This service is for customers whose demand exceeds 75 kW and is applicable to all purposes except resale. Any customer whose demand exceeds 75 kW in any month will be placed on this rate for a minimum period of 11 (eleven) months, regardless of whether its demand in subsequent months exceeds 75 kW.  A customer will only be eligible to be moved to the Commercial Rate B if its demand is less than 75 kW for 12 consecutive months.  Service will be supplied, if requested at 2,400 or 4,160 volts or higher, where lines for such delivery are available and the customer furnishes any necessary transformers.

DEMAND
The demand for each month under ordinary load conditions shall be the number of kilowatts equal to the greatest 15 minute peak occurring during such month but not less than 80% of the greatest 15 minute peak occurring during the preceding 11 months nor less than 75 kilowatts.

PURCHASED POWER ADJUSTMENT CLAUSE
In addition to the Monthly Rate above, bills will be adjusted by a charge or credit applied to all kilowatt-hours billed in each month as provided in the Department’s Purchased Power Adjustment Clause, MDPU No.110.

RATE STABILIZATION ADJUSTMENT
Bills will be adjusted by a credit applied to all kilowatt-hours billed in each month as provided in the Department’s Rate Stabilization Adjustment Clause, MDPU No. 120.

POWER FACTOR REQUIREMENT
Customers shall maintain loads at an approximate balance at all times insofar as possible, and the power factor is expected to be maintained at 90% or higher.  Subject to the provisions of the applicable rate, BMLD may require the Customer to make such changes in his installation and/or operation to raise the power factor to 90% or to make such additional charges as are necessary to reimburse itself for loss should the reduced power factor be allowed to continue.

DISCOUNTS
If the Department, at its option, meters the electricity furnished at 2,300 volts or higher, a discount of 2½% will be allowed from the amount determined under the preceding provisions. In addition, if the customer receives service at high-tension voltage so that the Department is not required to furnish any transformers, there will be credited an amount of $0.31 for each kilowatt of billing demand.

COMMERCIAL HEATING RATE F

AVAILABILITY
This service is for commercial or industrial customers where permanently installed and Belmont Municipal Light Department approved electric space heating is used exclusively for comfort heating and is metered separately. Air conditioning and non-process water heating may also be included, if electricity is used exclusively for these purposes. All other electrical energy shall be metered separately under the appropriate rate. This rate is not available for resale.

All space heating equipment and water heating equipment, the size and installation thereof, shall conform to the requirements of the Belmont Municipal Light Department including the designation of the voltage for the service requirements.

PRIVATE AREA LIGHTING RATE G
Effective March  1, 2008                                                                                                                                MDPU No. 116

AVAILABILITY
This service is available to any customer exclusive of the Town of Belmont for purposes of lighting outdoor areas or exterior of building surfaces by means of equipment furnished and maintained by the Department.

MONTHLY stocktickerRATE
For lights installed on existing Light Department poles:

175-watt mercury vapor unit - $19.98 per unit per month.
400-watt mercury vapor unit - $40.07 per unit per month.

For lights installed on wood poles furnished and installed by the Light Department and additional monthly charge of $1.41 shall be added for each pole furnished.

PURCHASED POWER ADJUSTMENT CLAUSE
In addition to the Monthly Rate above, bills will be adjusted by a charge or credit applied to all kilowatt-hours billed in each month as provided in the Department’s Purchased Power Adjustment Clause, MDPU No. 110.  For purposes of applying this clause, it shall be assumed that a 175 watt light uses 65 kWhs per month and a 400 watt light uses 150 kWhs per month.

RATE STABILIZATION ADJUSTMENT
Bills will be adjusted by a credit applied to all kilowatt-hours used in an average month as provided in the Department’s Rate Stabilization Adjustment Clause, MDPU No.120  For purposes of applying this clause, it shall be assumed that a 175 watt light uses 65 kWhs per month and a 400 watt light uses 150 kWhs per month.

EQUIPMENT & SERVICE SUPPLIED BY
The Department will furnish, own and maintain all poles, wires, fixtures and controls. Burned out lamps will be replaced upon notification by the customer. No reduction in billing will be allowed for lamp outages. Lighting will be provided from ½ hour after sunset until ½ hour before sunrise daily.

Monthly – All rates net.

The above rates do not include underground supply, metal poles, and guy with anchor or manual control switches. STREET AREA LIGHTING RATE SL

Service under this rate schedule is available monthly for all municipal street lighting purposes.

For all kWh used per month, $0.20832 per kWh.

In addition to the Monthly Rate above, bills will be adjusted by a charge or credit applied to all kilowatt-hours billed in each month as provided in the Department’s Purchased Power Adjustment Clause, MDPU No. 110.

Customers with a monthly peak demand within the last 12 months of more than 30 KWs shall be billed on a demand rate.  Demand meters will be installed (where they do not currently exist) on customers whose highest monthly measured energy is 10,000 kWhs or greater.

RATE STABILIZATION ADJUSTMENT

Rate Stabilization Fund Adjustment Mechanism
“RSA”


BMLD has Rate Stabilization Funds that have been collected in the past in order to provide rate stability to its customers.  The Rate Stabilization Adjustment will result in a credit to return to customers, beginning with the first billing cycle when rates are increased.  The credit will return to customers the fund amount.  The initial fund amount is $700,000, which will increase with interest on the amount in the fund.  

The per kwh credit shall be $.0065, until less than $60,000 is left in the fund.  When BMLD determines that the amount left in the fund at the beginning of the next month will be less than $60,000, BMLD shall estimate the factor for the next month by dividing the amount in the fund by the projected sales for the next month.





GREEN CHOICE RATE
Effective March  1, 2008                                                                                                                                MDPU No. 121

AVAILABILITY
The GREEN CHOICE RATE is available to all customers receiving service under any rate schedule of the Department.

Customers signing up for this optional rate must purchase the rate in blocks of 100 kilowatt-hours of Renewable Energy Certificates (RECs).  Customers may elect to purchase multiple blocks.

This rate will be an additional charge to the existing BMLD rate.

MONTHLY RATE    Energy Charge:          $6.00 per 100 kilowatt-hour Block

TERMS AND CONDITIONS
The Department’s “Terms and Conditions”, where not inconsistent with any specific provisions hereof, are part of this rate.   This rate will be subject to termination in the event that the BMLD is unable to procure RECs, or costs become prohibitive.   A thirty-day written notice to BMLD is required from customers who no longer want to participate in the GREEN CHOICE RATE.

By the 25th of each period, BMLD shall estimate its non-NYPA purchased power and transmission costs for the following period on a per kwh basis. Power and transmission costs include all items booked in Accounts 555 and 557 except NYPA charges.   The estimate of total power costs (C) shall be divided by projected period sales (less projected deliveries of energy from NYPA), and this per kwh cost ( c) will be compared to the period  power cost amounts (b) which are reflected in base rates (which are listed below).  If the difference between the power cost estimate and the power cost factors included in rates is greater than $.001 or less than -$.001, a PPTA will be established and charged for all usage billed during the following period.   

The period for PPTA calculation will initially be monthly, but may be changed to quarterly.

BMLD will calculate a separate NYPA credit (n) that will be applied only to residential customers.  This credit is the difference between the amount paid for NYPA power (for residential customers) and the amount that the same amount of power would have cost at the average cost of other power sources.
        
BMLD will calculate, each month, the difference between the power and transmission costs collected from customers through both base rates, the PPTA, and the NYPA credit, and BMLD’s actual power and transmission costs for that month.  This amount shall be booked in a PPTA reconciliation account. In each June, the net total included in the PPTA reconciliation account shall be divided by expected sales in the July to September quarter, and this reconciliation factor amount shall be included in the PPTA for the period.  

This may be modified if the PPTA reconciliation amount is greater than $100,000 or less than -$100,000 prior to the normal reconciliation period, in which case a reconciliation factor shall be established immediately.  The reconciliation may be collected over one or more quarters, at the discretion of the BMLD.
