Minutes of the 5-10-2006 meeting at the Grove Street Cemetery office
Meeting Convened at: 11:07 AM.
In attendance were Ellen O’Brien Cushman, Alexander Corbett, Charles Johnson and Superintendent, Robert Gardiner. Karen Pressey did not attend.
Tree Clearing:
Lengthy discussion of the tree clearing status and progress and the removal of underlying vegetation in the Woodland zone
Motion by Mr. Johnson to add wording to the change order stating that Halvorson MUST sign the written approval that all clearing work is complete. l….????
Unanimous vote in favor. Ellen will include the language on the requested change order to communicate to Halvorson and Green Acres.
Discussion of what type of plantings should be placed in the disturbed areas.
Voted unanimously approval of the April 18th minutes with the additional language stating a $15,000, maximum, for tree clearing mistakenly omitted by Halvorson on the original construction drawings (the “thumb”), from plan L-1. This will be additional language in the 4-19-2006 memo.
Voted unanimously, to approve an additional $575.00 for the removal of a single Ash tree for $575.00 to be included on change Order #3. Ellen wil inform Halvorson and the Green Acres folks. This tree was originally planned to stay (six years ago when original survey was complete) but is now in very poor shape with disease and must come out.
Rock Change Order Request:
Lengthy discussion of the $50,000 request for additional rock removal from Green Acres, affirmed by Halvorson.
The committee discussed the request for change order at length and voted unanimously to defer an official vote on a specific amount. The Committee agreed to put a ceiling on the amount it will consider in the future at only $40,000 for the following reasons:
1. The specific contract addendum #1 specifications and instructions were not followed. There were details articulated in the addendum requiring the measurement of additional rock removal prior to any removal in order to qualify for payment. This contract requirement was not performed before rock was removed
2. By performing the rock excavation, Green Acres eliminated the HMC Building Commiuttee’s ability to make any potential grade changes that would have minimized the additional rock removal and associated costs for such rock removal as iterated in the contract.
3. Since the advance measurements were not made, it is difficult to affirm the exact amount of rock that was removed. The Halvorson memo details an assumption that the beginning points were correct but both the committee and Halvorson agree that there is no way to scientifically know.
The Committee will not vote to approve any rock removal change orders until end of the job.
