In 1999, the Town Belmont adopted a zoning by-law and a Memorandum of Agreement for the redevelopment of McLean Hospital.  In exchange for the right to develop its property (luxury townhouses, an assisted living community and a research and development facility), McLean Hospital transferred to the Town 1.34 acres for the construction of affordable housing and additional parking for the abutting Waverley Oaks Apartment complex (owned by the Belmont Housing Authority).  The Town will lease the property for 99 years to a developer who will then retain ownership and provide management of the rental housing once constructed.  Affordability restrictions will be included in the lease to ensure the units remain affordable in perpetuity.

Zone 6, as the parcel is known, is located near the intersection of Trapelo Road and Pleasant Street and abuts the Waverley Oaks apartment complex.  The property has remained unimproved for more than 100 years and is heavily wooded and severely sloped.  A new road, addressStreetOlmsted Drive, to be constructed and maintained by the developers of the assisted living facility, will provide motor vehicle access to the site.  Public water, sewer, gas, and electric will be provided through Olmsted Drive.  

Waverley Woods, as the development will be known, will consist of 40 units of affordable rental housing within 6 clusters of 2-1/2 story townhouses.  The development will include 10 one-bedroom units, 20 two-bedroom units, and 10 three-bedroom units, of which 36 units will be affordable to households at or below 60% AMI, 4 units at or below 30% AMI, and 2 units will be fully handicapped accessible.   The development’s densities, heights, structural arrangements and building facades are designed to reflect the character of the neighborhood across the street and provide a consistent and continuous streetscape for the Trapelo Road corridor.  Additionally, the units will be constructed to Energy Star standards and incorporate LEED principles to the extent practicable and feasible.  As a result, the design of the structures maximizes natural sunlight, includes building-envelope energy efficiencies, and takes advantage of the natural slope and contours of the site.  An on-site management office will be provided to insure oversight of the development.  

Since the property is located in close proximity to Waverly Square (one of three major commercial districts in Town), it has direct access to excellent public transportation (two MBTA bus routes and the MBTA Fitchburg Commuter line have stops in the Square).  Pedestrian paths and sidewalks will create significant connections to nearby recreational facilities and addressStreetWaverley Square.
