The Pavement Management Committee is a temporary committee created by the Board of Selectment to define long term strategic options to address Belmont’s roads, sidewalks and intersections and to build public consensus on an approach.

Some issues to be addressed include:

1.      community goals as to road condition
         a.     is a smooth ride important or do we prefer de-facto speed bumps
         b.     at what point does road condition constitute an unacceptable hazard for motorists
         c.     how does poor road condition affect vulnerability to pothole formation (clear motorist hazard)
         d.     are there emergency response considerations that should affect our goals on road conditions
2.      how should community goals vary from street to street
         – is a focus on major roads for reconstruction correct
3.      how does road condition interact with drainage and siltation issues
4.      how does road condition affect vulnerability to storm washouts
5.      how should we prioritize roads for reconstruction
6.      what types of traffic calming should be included in major roadway reconstruction
7.      what level of reconstruction should we seek to achieve for roads
          – if lower quality roads are acceptable, what about lower quality repairs
          – mill and overlays where best industry practice would recommend full depth reconstruction
8.      what are goals for curbing and sidewalks and how should these vary by neighborhood
9.      should road and sidewalk construction be coupled
10.     what is our responsibility to future generations of Belmontians
11.     what is the likely range of cost options for roads and sidewalks over the next 10 to 20 years
12.     what is the best way to fund a program to address our roads
13.     assessment of street opening permits
14.     privately funded betterments
