Charge to the Kennel and Dog Noise Regulation Committee
Background:
The Kennel and Dog Noise Regulation Committee was established by the Board of Selectmen to develop draft by-laws, regulations, and/or legislation for the regulation of dog kennel operations and dog noise for review by the Board of Selectmen and the By-Law Review Committee and approval by the Town Meeting. It is a temporary committee.
Composition:
The Committee is comprised of five (5) voting members and one, non-voting ex officio member of the Health Department. The members will be as follows:
- One resident dog owner
- One resident non-dog owner
- One resident attorney
- One resident noise expert
- One Town Meeting member
- One representative of the Health Department (ex officio,
non-voting)
Responsibilities:
It shall be the responsibility of the Committee to develop draft by-laws, regulations, and or legislation for the regulation of the operations of animal kennels and dog barking noise for Town Meeting deliberation and approval in April 2003. In connection with the Committee's responsibilities, it is expected that they shall complete the following tasks:
- Become familiar with the current Massachusetts General Laws
related to the regulation of kennels and/or dog noise.
- Review other Massachusetts communities' by-laws, ordinances and
regulations related to kennels and/or dog noise.
- Serve as a conduit to elicit, receive, and incorporate public input.
- Prepare draft by-laws, regulations, and/or legislation for the
regulation of animal kennels and dog barking noise.
- Make a formal presentation of the draft by-laws, regulations
and/or legislation to the Board of Selectmen in February 2003. Submit
any final draft by-laws to the By-Law Review Committee by March
2003
- Make a formal presentation of any proposed by-laws, regulations
and/or legislation to the Annual Town Meeting in April 2003.
