Belmont Center Parking Study Charge
Charge to the Belmont Center Parking Study Committee

Background: The Belmont Center Parking Committee was established by the Board of Selectmen to study opportunities to create additional parking in the Belmont Center area and make recommendations to the Board of Selectmen. It is a temporary committee.

Composition: The Committee is comprised of ten (10) voting members. The members will be as follows:
  • Two (2) Belmont Center commercial property owners
  • Three (3) Belmont Center business owners
  • Three (3) residents or homeowners within a three hundred foot radius of Belmont Center
  • One (1) member who currently serves on an existing Town committee that has an interest in this issue

Responsibilities: It shall be the responsibility of the Committee to consider and make recommendations to the Board of Selectmen on a proposal to create in Belmont Center (see Exhibit A) the maximum number of parking spaces, at the lowest reasonable cost, while considering issues of traffic and pedestrian flow and preserving, to the greatest extent possible, the beauty and "small town feel" of the Center. In connection with the Committee's responsibilities, it is expected that they shall complete the following tasks:

  • Become familiar with the current research and practice in the field of parking space development and management.
  • Incorporate into the committee's analysis, decisions made by the Board of Selectmen relative to the location of a fire sub-station on the Alexander Avenue parking lot site and the preliminary parking analysis conducted by the firm of Edwards and Kelsey.
  • Serve as a conduit to elicit, receive, and incorporate public input.
  • With the assistance of professional consultants and Town staff and with input from the public, prepare a formal, written report documenting the Committee's findings and recommendations for the creation of additional parking in Belmont Center. This report should consider:
    • Location and design of parking
    • Current and future need for additional parking in Belmont Center
    • Use for additional parking (e.g., employees, shoppers, commuters)
    • Cost for and funding of parking
  • Make a formal presentation of the Committee's report to the Board of Selectmen in January 2003 and at other appropriate public forums.
