Alewife Study Committee Charge
Charge to the Alewife Study Committee

Background:
The Alewife Study Committee is a temporary committee established by the Board of Selectmen. It was recommended by the Planning Board as a part of the moratorium adopted at the April Annual Town Meeting. The moratorium was approved due to the existing General Residence (R) zoning, development pressure on this area and the possible environmental and hydrological impacts of new growth.

Composition:
The Committee is comprised of six (6) members. The Committee will serve through the duration of the moratorium. The Community Development Office staff will be an essential resource and will participate in Committee meetings and activities.

Responsibilities:
The Committee shall undertake studies, review all applicable information, investigate various land-use alternatives and recommend a long range, land use and zoning plan to the Board of Selectmen. In connection with the Committee's responsibility, it is expected that they shall complete the following tasks:

 
  • Review the current zoning and applicable land use restrictions.  Evaluate the development potential and impacts associated with such.
  • Identify and initiate a dialogue with all interested parties, including, but not limited to; property owners within the target area, abutters, local boards and committees, the Metropolitan District Commission, Arlington and Cambridge municipal officials, other state/local agencies and environmental groups.
  • Serve as a conduit to elicit and receive commentary from property owners within the target area and the general public.
  • Develop alternative land use options for the target area.  Evaluate the feasibility of each option.
  • Provide the Board of Selectmen with progress reports as necessary.
  • Identify areas of analysis where professional, independent consulting services will be necessary to supplement the Committee's work and (if directed and resources permit) retain and direct the consultant(s) as necessary.
  • Prepare a written report documenting the Committee's findings and recommendations for the optimal land-use and/or zoning for the land for consideration at a future Town Meeting.  Make presentations on the Committee's report at Selectmen's meetings and at other appropriate public forum.
